In November 2023, Halton Regional Council endorsed the Region’s Corporate emissions reduction target of Net Zero by 2045 with an emissions baseline year of 2019. However, as indicated in the Corporate Climate Action Plan, the Region acknowledges that this baseline inventory does not fully represent all the contributors of greenhouse gas (GHG) emissions.
The Region has an opportunity to do better and is currently developing a comprehensive greenhouse gas (GHG) emissions inventory which will include Scope 1, 2, and 3 emissions. This work will be completed with the support of Regional staff across departments and in alignment with global best practices.
The Region’s greenhouse gas (GHG) emissions baseline inventory is being updated and will include Scope 1, 2, and 3 emissions. This will provide a more comprehensive and accurate inventory and support the Region’s alignment with best practice for reporting.
The Region updated its Conservation and Demand Management (CDM) Plan in 2024, in compliance with O.Reg.25/23. The CDM Plan outlines the Region’s strategy for managing energy use to 2028 and reports on progress made between 2020-2024. Measures that have been implemented include lighting retrofits, HVAC upgrades, building automation systems, water heating improvements, window and building envelope upgrades, and various heat recovery and energy efficiency improvements.
An update to the Region’s corporate greenhouse gas (GHG) emissions inventory was completed in 2025. The inventory provides a more comprehensive and accurate representation of the Region’s corporate emission sources in alignment with best practices and the Partners for Climate Protection (PCP) program. The methodology utilized in the update has been verified by 3rd parties.
The Region’s Conservation Demand Management Plan is in place and was submitted to the Ministry of Energy in compliance with provincial regulation O.Reg 25/23.
