Climate Change Council Reports

This section provides details on key climate change council reports that have been taken to Regional Council since the Region's Climate Change Emergency Declaration in 2019.

On September 11, 2019, Halton Regional Council unanimously approved a resolution declaring a Climate Change Emergency. This declaration included a commitment to developing short and long-term climate change goals, progressing through the Partners for Climate Protection program and the development of corporate climate change policies.


PW-15-21/ST-03-21/LPS26-21: Climate Change Response Update:

On February 17th, 2021, through Report No. PW-15-21/ST-03-21/LPS26-21 re: “Climate Change Response Update”, Regional Council received an update from staff on the items from the Climate Change Emergency Declaration.

This report highlighted a number of initiatives already underway and set out an action plan that included the completion of Milestone 1 of the Partners for Climate Protection program and a 5% corporate energy emissions reduction through consumption demand management and lighting initiatives.


CA-16-23: Corporate Climate Action Plan and Greenhouse Gas (GHG) Emissions Reduction Target:

On November 22, 2023, through Report No. CA-16-23, Corporate Climate Action Plan and Greenhouse Gas (GHG) Emissions Reduction Target, Halton Regional Council endorsed the Region’s Corporate Climate Action Plan and greenhouse gas (GHG) emissions target.

The Corporate Climate Action Plan acts as a framework for the Region’s corporate activities and is flexible to ensure it is responsive to technical advancements and shifting regulatory environments. The actions in the plan are organized around four themes: Climate Ready; Climate Lens; Climate Finance; and Engagement and Advocacy with each theme having recommended actions for implementation. While the Region has a long history of climate action work, the development and subsequent endorsement by Council of the Corporate Climate Action Plan and goal of achieving Net Zero by 2045 (Report No. CA-16-23) provided a coherent and structured framework to advance climate action collectively across the corporation in an efficient, effective and prudent manner.


CA-01-25: Corporate Climate Action Plan Progress Report:

Progress Title

On January 22nd, 2025, through Report No. CA-01-25, Corporate Climate Action Plan Progress Report, Halton Regional Council received an update on the progress that staff have made in implementing the Corporate Climate Action Plan and achieving the Corporate Emission Reduction Target of Net Zero by 2045.

This report highlights the initiatives and progress since the endorsement of the Corporate Climate Action Plan in November 2023. A total of 34 actions are outlined in the Corporate Climate Action Plan. In 2024, progress was achieved in 31 of the 34 actions, with two actions completed, 11 actions in progress, 18 actions ongoing and three not yet started.
